I revisited this thread today to find ideas for a couple of almost 9 year old twin boys to camp with. Their birthday is coming up soon.

Looking for $20 budget each pads for under their sleeping bags. Any ideas?

Couple of ideas.

Go to Academy, they have some lower cost sleeping pads to pick from. Another option is a twin or even full sized air mattress that they can share.

They're also 9. Young and bendy bones. They can get away with a simple isomat type deal. No air inflation just a foam pad.
